FMGL 2021 — 8-point compliance checklist
All 8 conditions under the Foreign Medical Graduates Licentiate (FMGL) Regulations 2021 must be met for NMC registration eligibility. Applies to students enrolled on or after 18 November 2021.

Compliance notes

The Philippines medical degree structure varies. Some programmes include a pre-medical BS Biology component. Carefully verify total duration meets the minimum 54-month requirement under FMGL 2021. English is the medium of instruction.

Bangladesh

Compliance notes
English-medium throughout. SAARC proximity. Most affordable option regionally. NMC compliance is generally consistent. Verify specific institution WDOMS listing. Internship must be at the same university in Bangladesh.

Ukraine
Duration: Special situation — war-affected
Compliance notes
War-affected since February 2022. Students who were enrolled can transfer to another foreign university under NMC circular 2022 (exception to FMGL 2021 no-transfer rule). Students who complete FMGE must do 2-year CRMI in India. Do not enrol fresh in Ukrainian universities without verifying current NMC position.

China
Duration: 5 years + 1 year internship
Compliance notes
Many programmes are partially or fully in Chinese medium — English-medium availability varies significantly by institution. Rigorously verify that the specific programme is taught in English throughout, as FMGL 2021 requires English medium. WDOMS listing must be confirmed for the specific university.
